ABSTRACT
Preserving asphalt serves as a strategic safeguard for public funds by extending pavement service life, thereby delaying the substantial capital outlays required for full construction. Ultimately, proactive preservation optimizes the return on investment (ROI) by maintaining high level of serviceability at a fraction of the cost of replacing the entire infrastructure asset. While preservation inherently enhances the sustainability of the road network, current technologies -such as fog seal, microsurfacing, and surface dressing- can become more circular to further reduce the carbon footprint of the materials and application methods. For instance, regeneration technologies now permit the use of high Reclaimed Asphalt Pavement (RAP) fractions in mixtures. By utilizing recently developed diffusion enhancer technology, asphalt mixtures containing nearly 100% RAP can even be applied at ambient temperatures. As RAP becomes an increasingly vital source, this lecture presents a technique using the regeneration and diffusion enhancement of specific bio-based materials. This approach enables the use of the -often unusable- fine fractions in RAP in microsurfacing applications resulting in an effective and more sustainable preservation method.

Dr. Bert Jan Lommerts holds a master degree in Chemical Engineering and a PhD degree with the highest honors in polymer chemistry from the University of Groningen in the Netherlands. His distinguished career includes roles as an advisor to the Dutch ministry of economic affairs, expert advisor to the Dutch Ministry of Transport, as well as representative of SME’s within the “Topteam Chemistry”. He has also served as a member of the Dutch GoChem board, and visiting professor at the University of Eindhoven. Furthermore, Dr. Lommerts was twice elected as the president of the International Bitumen Emulsion Federation and served on executive boards of both the Dutch Chemistry Association (VNCI) and the National Science Board (NWO) for Chemistry and Physics. With over 35 years of experience in materials science, Dr. Lommerts specializes in fiber science and road material applications. During his tenure as Akzo Nobel, Dr. Bert Jan Lommerts was involved in the development of high-performance fibers for rubber reinforcement, e.g., tyres, and composite reinforcement. He also served as the factory manager for the Twaron(R) production facility in Arnhem of AkzoNobel, Netherlands. In 1999 he was appointed CEO of Latexfalt BV in the Netherlands, a company formed through the merger of three enterprises, focused on the development, production, and sale of high-performance asphalt and asphalt emulsions, transparent binders for roads, and industrial flooring materials. Under his leadership, Latexfalt has seen significant growth by continuous R&D. Since 2019, as the acting CTO of XiYueFa in TaiYuan, China, he has established a research organization that has launched several innovative products over the last 6 years. These include bio based regenerant for asphalt recycling and asphalt maintenance, bio polymer stabilizers for emulsions and a diffusion enhancer for ambient temperature asphalt applications. Dr. Lommerts maintains a robust academic network, which remains central to his innovation strategies. His expertise in microsurfacing emulsions will significantly contribute to the research within the Civil Engineering and Environmental Science group of the University of Oklahoma.
